Clause 9.3: Management review
At planned intervals top management reviews the OH&S management system so that it stays suitable, adequate and effective.
What clause 9.3 asks
At planned intervals top management reviews the OH&S management system so that it stays suitable, adequate and effective. Inputs cover: where actions from earlier reviews stand; changes in internal and external issues, in what interested parties need and expect, in legal and other requirements, and in risks and opportunities; how far the policy and objectives have been achieved; information on OH&S performance, including incidents, nonconformities, continual improvement and corrective actions, results of monitoring and measurement, the outcome of compliance evaluation, audit results, consultation and participation of workers, and risks and opportunities; whether resources are adequate; relevant communications with interested parties; and opportunities for continual improvement. Outputs cover decisions on whether the system remains suitable, adequate and effective, on opportunities to improve, on any change needed, on resources, on actions, on integration with business processes, and on what all this means for strategic direction. Top management passes the relevant outputs on to workers and their representatives, and documented information is retained.
Management review is a decision meeting. Every listed input has to be in front of top management, and every output has to carry a decision, an owner and a resource.
Review the remote working evidence. Top management cannot review what is not in front of it. The remote indicators, the incident reports, the consultation feedback, the equipment record and the legal position for each jurisdiction belong in the review. The public consultation's shared-responsibility framing also makes the worker's experience a management review input, not only an HR metric.

Evidence for clause 9.3

- Management review Minutes with decisions, actions, owners and resource decisions
- Management review Evidence of communication of outputs to workers and representatives
- Management review Follow-through of previous actions
Where clause 9.3 commonly fails
- Review is an incident statistics meeting
- Worker consultation results not an input
- Outputs not communicated to workers
What to do about clause 9.3 before the guidance lands
Add a remote working section to the management review: population, assessment completion, equipment, incidents, psychosocial data, consultation feedback and legal changes. Record the decisions, the owner and the date, and feed them into the improvement register.
For clause 9.3, do the work that will be right under either instrument. The current requirement for clause 9.3 is ISO 45001:2018, and the certificate, if you hold one, is issued against it. The clause 9.3 remote working preparation is an extension of the existing duty to a group of workers the system already covers, not a new system and not a reason to rebuild around a draft.
