Clause 9.1.1: General
The organization sets up, runs and keeps processes for monitoring, measuring, analysing and evaluating performance.
What clause 9.1.1 asks
The organization sets up, runs and keeps processes for monitoring, measuring, analysing and evaluating performance. It decides what is to be monitored and measured (including how far legal and other requirements are met, activities and operations linked to identified hazards, risks and opportunities, progress on objectives, and how effective operational and other controls are); which methods will give valid results; the criteria against which performance is judged; when monitoring and measuring take place; and when the results are analysed, evaluated and communicated. It evaluates its OH&S performance and how effective the system is, makes sure that equipment used to monitor and measure is calibrated or verified, used correctly and properly looked after, and keeps documented information as evidence.
Monitoring has to say whether controls work and whether performance is improving, not only whether someone was hurt. Equipment used to measure has to be fit for the purpose.
Measure the remote population, not the site average. Remote work is easy to leave out of a site-based indicator. The public record names monitoring and review as part of the guidance, and the practitioner summary lists it as an area. The measures should show whether assessments are complete, equipment has arrived, check-ins are happening and incidents are being reported, alongside the lagging injury and absence data.
Basis: Arinite, BSI. For clause 9.1.1, the public record is a draft guideline and does not state a requirement in terms that this site can quote. The clause 9.1.1 overlay is our reading of the public scope and the named summaries, not the draft text.
Evidence for clause 9.1.1
An auditor will pick a control and ask what was measured to show it worked, and check the calibration of the instrument used.
- Performance measurement Monitoring and measurement plan with methods, criteria and frequencies
- Performance measurement Leading and lagging indicator reports
- Performance measurement Calibration and verification records for monitoring equipment (noise, gas, exposure)
- Performance measurement Records of analysis and communication of results
Where clause 9.1.1 commonly fails
- Only lagging indicators measured
- Effectiveness of controls never evaluated
- Monitoring equipment uncalibrated
What to do about clause 9.1.1 before the guidance lands
Add remote-specific leading and lagging indicators, with a definition, a source and a frequency. Include assessment completion, equipment delivery, check-in rate, report closure and a psychosocial measure. Report by remote group and location, not only as one total.
For clause 9.1.1, do the work that will be right under either instrument. The current requirement for clause 9.1.1 is ISO 45001:2018, and the certificate, if you hold one, is issued against it. The clause 9.1.1 remote working preparation is an extension of the existing duty to a group of workers the system already covers, not a new system and not a reason to rebuild around a draft.
