Clause 6.2.1: OH&S objectives

Requirement todayISO 45001:2018Remote overlay: ObjectivesReported area

The organization sets OH&S objectives for the relevant functions and levels, with the aim of keeping up and continually improving both the system and OH&S performance.

What clause 6.2.1 asks

The organization sets OH&S objectives for the relevant functions and levels, with the aim of keeping up and continually improving both the system and OH&S performance. The objectives match the OH&S policy, can be measured where this is practicable or otherwise lend themselves to performance evaluation, take account of the requirements that apply and of the results of assessing risks and opportunities and of consulting workers, and are monitored, communicated and updated as appropriate.

Objectives are the measurable part of the policy. They have to come from the risk assessment and worker consultation, and they have to include something that leads the lagging injury rate.

The remote working overlay

Objectives a remote worker can see. An objective such as a completed assessment is only real if every remote worker is in scope and the completion is measured. The public record names monitoring and review as part of the guidance, and the psychosocial area needs leading measures as well as incident counts. Objectives should cover the remote population, not the site average.

Basis: Arinite, BSI. For clause 6.2.1, the public record is a draft guideline and does not state a requirement in terms that this site can quote. The clause 6.2.1 overlay is our reading of the public scope and the named summaries, not the draft text.

Evidence for clause 6.2.1

An auditor will trace an objective back to a risk or a consultation record, and forward to the indicator and the review.

  • Objectives Documented OH&S objectives with measures and targets
  • Objectives Traceability to the policy, risk assessment results and worker consultation
  • Objectives Monitoring reports and communication records

Where clause 6.2.1 commonly fails

  • Objectives limited to lagging indicators such as injury rates
  • No link from risk assessment results to the objectives set
  • Workers not consulted on objectives

What to do about clause 6.2.1 before the guidance lands

Set remote-specific objectives: assessment completion by worker group, equipment delivered, check-ins held, reports closed, and a psychosocial measure. Make each one measurable from a record the organization already keeps, and report progress to workers.

For clause 6.2.1, do the work that will be right under either instrument. The current requirement for clause 6.2.1 is ISO 45001:2018, and the certificate, if you hold one, is issued against it. The clause 6.2.1 remote working preparation is an extension of the existing duty to a group of workers the system already covers, not a new system and not a reason to rebuild around a draft.
