Clause 6.1.2.3: Assessment of OH&S opportunities and other opportunities for the OH&S MS

Requirement todayISO 45001:2018Remote overlay: OpportunitiesReported area

Set up, run and keep processes that assess two kinds of opportunity: OH&S opportunities to raise OH&S performance, with planned changes taken into account, and opportunities to make the OH&S MS itself better.

What clause 6.1.2.3 asks

Set up, run and keep processes that assess two kinds of opportunity: OH&S opportunities to raise OH&S performance, with planned changes taken into account, and opportunities to make the OH&S MS itself better.

Opportunities are the other half of planning. They are the changes that make work safer or healthier, not the absence of a hazard, and they need the same record and owner as a risk.

The remote working overlay

Remote work can remove barriers as well as create risk. Remote work can widen access to work for people with a disability, caring responsibilities or a long commute, and it can support concentration and work-life balance. The ISO abstract itself names balance between work and life. The opportunity side of the clause should capture those gains and the changes needed to keep them, rather than treating remote work only as a hazard.

Basis: ISO, BSI. For clause 6.1.2.3, the public record is a draft guideline and does not state a requirement in terms that this site can quote. The clause 6.1.2.3 overlay is our reading of the public scope and the named summaries, not the draft text.

Evidence for clause 6.1.2.3

  • Opportunities Opportunities register
  • Opportunities Linkage to objectives and improvement plans
  • Opportunities Records of opportunities considered during change planning

Where clause 6.1.2.3 commonly fails

  • Opportunities section blank or trivial
  • Not refreshed when changes are planned

What to do about clause 6.1.2.3 before the guidance lands

Add remote-working opportunities to the register: access to work, reduced commuting, flexible hours, focused work and continuity of operations. Give each one an owner and a condition, and check that the arrangement does not transfer cost or risk to the worker.

For clause 6.1.2.3, do the work that will be right under either instrument. The current requirement for clause 6.1.2.3 is ISO 45001:2018, and the certificate, if you hold one, is issued against it. The clause 6.1.2.3 remote working preparation is an extension of the existing duty to a group of workers the system already covers, not a new system and not a reason to rebuild around a draft.
