Clause 9.2.1: General

Requirement todayISO 45001:2018Remote overlay: Internal auditReported area

At planned intervals the organization carries out internal audits that tell it whether its OH&S management system meets the organization's own requirements for that system (its policy and objectives included) and the requirements of the standard, and whether the system is implemented and maintained effectively.

What clause 9.2.1 asks

At planned intervals the organization carries out internal audits that tell it whether its OH&S management system meets the organization's own requirements for that system (its policy and objectives included) and the requirements of the standard, and whether the system is implemented and maintained effectively.

An internal audit tests conformity and effectiveness. The second word is the one that fails most often: paperwork can conform while the work does not.

The remote working overlay

Audit the remote worker's experience. An audit that only reads the policy will not find a remote worker who cannot report a hazard or has never had a check-in. The public record's emphasis on the worker's role and on review makes the worker's experience the test. The auditor can interview remote workers, read the records and follow one report from start to finish without visiting a site.

Basis: BSI, BSI Standards Development. For clause 9.2.1, the public record is a draft guideline and does not state a requirement in terms that this site can quote. The clause 9.2.1 overlay is our reading of the public scope and the named summaries, not the draft text.

Evidence for clause 9.2.1

An auditor will read an internal audit report and ask which work was observed, not which documents were read.

  • Internal audit Audit reports covering conformity to own requirements and to the standard
  • Internal audit Evidence audits assess implementation, not only documentation

Where clause 9.2.1 commonly fails

  • Audits check paperwork and never observe work
  • Objectives and policy commitments not audited

What to do about clause 9.2.1 before the guidance lands

Add a remote sample to every audit: interview workers, read assessments and equipment records, and trace one incident report. Check the reporting route and the emergency plan from the worker's side. Record the finding against the clause, not against the arrangement.

For clause 9.2.1, do the work that will be right under either instrument. The current requirement for clause 9.2.1 is ISO 45001:2018, and the certificate, if you hold one, is issued against it. The clause 9.2.1 remote working preparation is an extension of the existing duty to a group of workers the system already covers, not a new system and not a reason to rebuild around a draft.
