Clause 7.1: Resources

Requirement todayISO 45001:2018Remote overlay: ResourcesReported area

The organization works out, and then supplies, the resources required so that its OH&S management system can be set up, run, kept going and continually improved.

What clause 7.1 asks

The organization works out, and then supplies, the resources required so that its OH&S management system can be set up, run, kept going and continually improved.

Resources means people, time, money, equipment and access to competent advice. The clause is short because the argument is meant to happen in the budget, not in the procedure.

The remote working overlay

Who pays for the remote workplace. A safe remote workplace needs a suitable chair, desk, screen, lighting, connectivity, software and, where the risk requires it, specialist equipment. The public record does not set a purchasing rule, but the shared-responsibility framing and the healthy-work-environment aim make the boundary a decision the organization has to record. Leaving every cost with the worker is a control failure waiting to be found.

Basis: ISO, BSI. For clause 7.1, the public record is a draft guideline and does not state a requirement in terms that this site can quote. The clause 7.1 overlay is our reading of the public scope and the named summaries, not the draft text.

Evidence for clause 7.1

An auditor will compare the resource plan with the objectives and with the time workers were given to participate.

  • Resourcing Resource plans and budgets for OH&S activities
  • Resourcing Records of resource needs raised and decisions taken
  • Resourcing Evidence of resources provided for worker participation

Where clause 7.1 commonly fails

  • Resources approved reactively after incidents only
  • Time and resources for worker participation not provided

What to do about clause 7.1 before the guidance lands

Write the equipment standard for each remote role and state who provides, installs, maintains and replaces each item. Keep an asset and request record, and give the worker a route to report a missing or unsuitable item without penalty.

For clause 7.1, do the work that will be right under either instrument. The current requirement for clause 7.1 is ISO 45001:2018, and the certificate, if you hold one, is issued against it. The clause 7.1 remote working preparation is an extension of the existing duty to a group of workers the system already covers, not a new system and not a reason to rebuild around a draft.
