Clause 10.3: Continual improvement
The organization keeps making its OH&S management system more suitable, adequate and effective.
What clause 10.3 asks
The organization keeps making its OH&S management system more suitable, adequate and effective. It does so by raising OH&S performance; fostering a culture that backs the system; encouraging workers to take part in carrying out improvement actions; telling workers, and their representatives, the relevant outcomes of continual improvement; and keeping and retaining documented information that shows continual improvement taking place.
Continual improvement includes the culture and the participation that make improvement stick. The clause asks for evidence that the system is getting better, not just that it is running.
A culture that includes people who are not on site. Continual improvement depends on workers feeling able to report and suggest. A remote worker who is never in the room, or who fears that a report will be read as a performance problem, is outside that loop. The public consultation names reduced access to supervision and support and shared responsibility; the improvement work has to make the remote worker a participant, not a recipient.
Basis: BSI, BSI Standards Development. For clause 10.3, the public record is a draft guideline and does not state a requirement in terms that this site can quote. The clause 10.3 overlay is our reading of the public scope and the named summaries, not the draft text.

What to do about clause 10.3 before the guidance lands
Show worker participation in at least one improvement action and one consultation decision. Ask remote workers what would make reporting easier, act on one answer, and record the effect. Keep the improvement record with the management review.
For clause 10.3, do the work that will be right under either instrument. The current requirement for clause 10.3 is ISO 45001:2018, and the certificate, if you hold one, is issued against it. The clause 10.3 remote working preparation is an extension of the existing duty to a group of workers the system already covers, not a new system and not a reason to rebuild around a draft.
