Clause 8.1.1: General
The organization plans, puts in place, controls and keeps the processes required to satisfy what its OH&S management system demands, and to carry out the actions decided under Clause 6.
What clause 8.1.1 asks
The organization plans, puts in place, controls and keeps the processes required to satisfy what its OH&S management system demands, and to carry out the actions decided under Clause 6. It does this by setting criteria for those processes, controlling them against the criteria, keeping and retaining documented information that gives confidence the processes ran as intended, and fitting the work to the workers. Where several employers share a workplace, the organization coordinates the relevant parts of its system with the other organizations there.
Operational control is where the plan meets the work. The clause requires criteria for each process, control against those criteria, records that show it happened and work fitted to the worker.
Controls that operate where the work is. Operational control for remote work is a set of repeatable processes: approve the arrangement, assess the workspace, supply the equipment, brief the worker, check in, review and close out. The public consultation describes practical examples, flowcharts and checklists, which is exactly the shape of an operational control. A process that only works when someone is on site is not a control for a remote worker.
Basis: BSI, BSI Standards Development. For clause 8.1.1, the public record is a draft guideline and does not state a requirement in terms that this site can quote. The clause 8.1.1 overlay is our reading of the public scope and the named summaries, not the draft text.
Evidence for clause 8.1.1
An auditor will watch a task and compare what happens with the criteria in the procedure, then ask how the work was adapted to the person doing it.
- Operational control Safe work procedures with process criteria
- Operational control Records demonstrating controls applied as planned
- Operational control Evidence work is adapted to workers (ergonomics, fitness for work)
- Operational control Coordination arrangements at shared workplaces
Where clause 8.1.1 commonly fails
- No criteria to judge whether a control was applied correctly
- Shared workplaces with no coordination between employers
- Work not adapted to workers with changed capacity
What to do about clause 8.1.1 before the guidance lands
Write the remote working process end to end and test it with a new remote worker. Name the criterion for each critical control, the record it leaves and the person who checks it. Remove any step that depends on a site visit unless the risk requires one.
For clause 8.1.1, do the work that will be right under either instrument. The current requirement for clause 8.1.1 is ISO 45001:2018, and the certificate, if you hold one, is issued against it. The clause 8.1.1 remote working preparation is an extension of the existing duty to a group of workers the system already covers, not a new system and not a reason to rebuild around a draft.
