Clause 7.3: Awareness

Requirement todayISO 45001:2018Remote overlay: AwarenessReported area

Workers are made aware of: the OH&S policy and objectives; how they contribute to an effective system, including what better OH&S performance brings; what can follow, and what it can mean, if requirements are not met; incidents, and the findings of investigations, that concern them; the hazards, OH&S risks and decided actions that concern them; and that they are able to remove themselves from a work situation they believe poses serious and imminent danger, together with the arrangements that shield them from unfair consequences for doing so.

What clause 7.3 asks

Workers are made aware of: the OH&S policy and objectives; how they contribute to an effective system, including what better OH&S performance brings; what can follow, and what it can mean, if requirements are not met; incidents, and the findings of investigations, that concern them; the hazards, OH&S risks and decided actions that concern them; and that they are able to remove themselves from a work situation they believe poses serious and imminent danger, together with the arrangements that shield them from unfair consequences for doing so.

Awareness is what a worker can act on without looking it up. The clause includes the right to remove yourself from serious and imminent danger and the protection that makes the right real.

The remote working overlay

The reporting route has to work from home. A remote worker needs to know how to report a hazard, a near miss or a health concern without walking to a supervisor's desk, and needs to know that reporting will not be held against them. The consultation release names reduced access to supervision and support; awareness is where that gap is closed or left open. Emergency arrangements at the worker's location are part of the same briefing.

Basis: BSI, BSI Standards Development. For clause 7.3, the public record is a draft guideline and does not state a requirement in terms that this site can quote. The clause 7.3 overlay is our reading of the public scope and the named summaries, not the draft text.

Evidence for clause 7.3

An auditor will ask a worker what they would do about an unsafe task, and whether they believe they would be supported.

  • Awareness Induction and awareness material covering every listed item
  • Awareness Communication of incident outcomes to relevant workers
  • Awareness Documented stop-work authority and non-reprisal arrangements
  • Awareness Evidence workers can describe hazards relevant to them

Where clause 7.3 commonly fails

  • Stop-work right not communicated or not protected
  • Incident learnings not shared beyond the site involved
  • Awareness delivered once at induction only

What to do about clause 7.3 before the guidance lands

Put the reporting route, the anti-reprisal statement, the emergency steps and the stop-work right into remote induction and the recurring check-in. Test the route from a remote location and record how long an answer took.

For clause 7.3, do the work that will be right under either instrument. The current requirement for clause 7.3 is ISO 45001:2018, and the certificate, if you hold one, is issued against it. The clause 7.3 remote working preparation is an extension of the existing duty to a group of workers the system already covers, not a new system and not a reason to rebuild around a draft.
